US Talks About “Political Solution” while Continuing War Effort against Syria. USA Accountable for Full Responsibility for Syria

Christof Lehmann (nsnbc),- After talking with Russia´s Foreign Minister, Sergei Lavrov, and before meeting UN Secretary General Ban Kyi-moon, the US Secretary of State, John Kerry stated to Associated Press, that there is no military solution to the crisis in Syria.

On Monday, the US Chairman of the Joint Chiefs of Staff, Gen. Dempsey, warned the US Senate´s Armed Services committee in a letter, that military action in Syria is no less than an act of war, likely to unleash unintended consequences that would bring harm to the world, as well as US troops, while costing US taxpayers billions. 

The US Top-Ranking soldier however, also said that the Obama administration is preparing various scenarios for a possible US military intervention in Syria and considering whether the USA should use “the brute of the US military, and kinetic strikes”. “The issue”, said Gen. Dempsey, “is under deliberation inside of our agencies of government”.

At the core of the doublespeak is the fact, that the United States, along with its allies, has been involved in preparing a war on Syria long before the first protests in Syria erupted in 2011, which the USA, along with its allies, has systematically nurtured into the proxy war that so far has cost more than 100.000 lives.

Arguably, and according to Russia´s UN Ambassador, Vitaly Churkin however, the United States and its political and military leadership are not exempt from responsibility for the crimes against peace, war crimes and damages committed in Syria, merely because it is stating its non-involvement in arming the Syrian insurgency.

US Secretary of State John Kerry welcomed at Vnukovo airport (RIA Novosti)On Thursday, the United States Secretary of State, John Kerry, stated that there is no military solution to the crisis in Syria. Associated Press reports Kerry as saying before a meeting with UN Secretary General Ban Kyi-moon, in New York, that there is no military solution to the crisis in Syria.

Kerry added, that the only solution is a political solution which requires a leadership that gathers all sides at the negotiations table. Kerry added, that he had talked with the Russian Foreign Minister, Sergei Lavrov and stressed, that the two countries still are committed to gather all sides for more peace efforts.

The United States has, over the recent months, repeatedly reiterated and stressed, that it is committed to the US – Russian agreement to hold a second international conference on Syria in Geneva, as soon as possible. The realities on the ground however, disclose that US Special Forces are involved in actively preparing a major military campaign of “opposition forces” from Jordan, and that US Special Forces are training insurgents in providing support and cooperate with the air force in joint operations which are targeting high profile military and political targets in Syria.

Lavrov 16.082012On Wednesday, during a joint press conference with his Moldavian counterpart Natalia Gherman in Moscow, the Russian Foreign Minister, Sergei Lavrov said:

“If our US partners are currently putting the emphasis in the Syrian issue on arming the opposition and the release of plans, which, judging by everything, are being prepared, to strike the Syrian government’s positions, then this does not comply with but contradicts the agreement to hold a conference without preliminary conditions.”

”Even if these steps, according to Washington’s perceptions, can create the environment conducive to organizing the international conference on Syria, they in fact contradict our joint initiative”. 

Lavrov reiterated, that the Syrian government has expressed readiness to take part in the conference and continued:

“but we have not heard such affirmation from the opposition that our Western partners and most of the ME and North African states are betting on.”

Vitaly ChurkinMoreover, Sergei Lavrov stressed, that the new leadership of the Doha Coalition has announced that it is not going to Geneva unless its situation improves.

As the Russian UN Ambassador,Vitaly Churkin, could confirm, even an unofficial meeting with a delegation from the Doha Coalition and members of the UN security Council, on Friday, had not changed the fact that the Doha Coalition on one hand declares its readiness to take part in the international conference, while on the other hand posing several preconditions.

Lavrov redressed Kerry´s and the Doha Coalition´s statements by confirming, that the Doha Coalition had expressed its readiness to take part in the conference, but not without preconditions. Which preconditions the Doha Conference demands however, remains unknown, leading analysts to expect that the statement is one more attempt to sabotage Russian attempts to broker peace negotiations and to bide time while the destruction of Syria continues.

Lavrov also discussed a phone call with US Secretary of State, John Kerry, saying that the two sides had discussed bilateral relations and preparations for the conference on Syria, and that the call had been initiated by the US side.

With regard to the use of chemical weapons in Syria, Russia stressed the positive development with regards to the United Nations acceptance of Syria´s invitation. Lavrov affirmed, that Russia is interested in investigating every detail of every single case of chemical weapons use in Syria while he stressed, that the information, which Western countries had provided is indefinite and points to the discovery of small traces of toxic materials.

Russian expert investigators on the other hand, have conducted an in-depth investigation into the use of chemical weapons in the Khan al-Assal district of Aleppo on 5 March. The investigation followed international standards, used an internationally recognized laboratory and concluded, that it was the opposition, not the Syrian military or government that has made use of chemical weapons. Lavrov said:

“As we have told the (UN) Secretary General, we are ready to make our information public. We expect those who have information on other instances of the use of chemical weapons to act in the same way”.

More than 100.000 killed since 2011. Use of children as combatants increases. According to latest figures published by the United Nations, the war in Syria has now claimed over 100.000 lives. Hundreds of thousands of Syrians are displaced. Another tragic aspect of the Wests use of an all around variety of terrorist organizations as mercenary forces against Syria is the apparently increasing use of child soldiers by the insurgents.

The Russian Foreign Ministry´s Special Representative for Human Rights, Democracy and Rule of Law, Konstantin Dolgov, has expressed his grave concern over the training and use of children and teenagers as combatants who are fighting along with al-Qaeda and other opposition forces. On Wednesday, Konstantin Dolgov said:

”the information regarding the gross violations of children’s rights are raising serious concerns in Russia, and the most worrisome of all are the information that training children and teenagers on combat operations is energetically carried out by combatants affiliated to al-Qaeda terrorist organization”.

With or without intervention or support of insurgents, the USA is not exempt from responsibility for the events in Syria. Whether the Chairman of the Joint Chiefs of Staff, General Martin Dempsey warns the US Senate about the possible implications of an US military intervention or not, does neither change the fact that the USA has been involved in the planning and execution of the attempted subversion of Syria since 2011 and before that. Neither is there any part of his letter or speech that warned the US Senate´s Armed Services Committee about the fact that the USA is already accountable for crimes against peace, war crimes, human rights violations and damages. 

Vitaly ChurkinPrincipally, the situation pertaining Syria and the USA has not changed significantly since February 2013, when Russia´s Permanent Representative to the United Nations, Vitaly Churkin stated, that:

” the US´s announcement not to arm the opposition in Syria does not absolve the USA from its full responsibility for what is taking place in Syria or the practices of the opposition”.  

Also in February, Russia´s Ambassador to NATO, Alexander Grutchko, stated, that NATO cannot see every problem as a nail because it perceives itself as a hammer.

Regardless whether it is utter incompetence of the Obama administration or whether it is the use of the strategy of creative chaos that has led to the current situation, neither the one, and certainly not the other exempts the political and military leadership of the United States from the full responsibility for crimes against peace, war crimes, human rights violations as well as structural, personal and economic damages which have been inflicted on Syria and its people since 2011.

    Great article and a very polite and diplomatic.
    I would have said it more direct.
    Warning Hitler that the campaign in the Crimea could be costly, that not to withdraw from Stalingrad would be the end did not exempt them who warned Hitler about the “cost” were not charged with war crimes. – Obama, Dempsy, Kerry – to Nuremberg.

    • Nice to see that you caught that one Debbie.
      I think the reason why he did not explicitly mention Nuremberg in this post is because it is news, more than analysis or opinion – and because many US citizens, even among them who think about themselves as progressive, are extremely touchy when it comes down to submitting US troops and military and political elite to international law. Somehow, they think that it is OK to protest wars and to punish war criminals – only not US citizens – they have large disinfo campaigns in the so-called independent media running over there, just to reinforce that. So, to convince progressive US citizens can sometimes require saying things implicit. I agree, Dempsy, Obama, Cameron, Hollande etc to Nuremberg. I even agree to have one like Dumas dragged to Nuremberg because he admitted that he knew that the war on Syria was foreign manipulated and who was behind it, and he did not open his mouth before 2013. Even now he has not said WHO EXACTLY in the UK invited him to subvert Syria with the help of “rebels”. We have to get them arrested and interrogated – but how ? Any ideas ?
